ELECCIONES PARLAMENTO EUROPEO/EUROPEAN PARLIAMENT ELECTIONS 2014

Toda persona que viva en España está obligada

a inscribirse en el Padrón del municipio en el que resida habitualmente. Para proceder a la inscripción, el interesado deberá aportar original y fotocopia del DNI,o; 

Pasaporte y,de tenerlo,Certificado de Inscripción

en el Registro Central de Extranjeros,o; 

documento válido de identidad  para  ciudadanos extranjeros no comunitarios emitido por una autoridad española. 

Además, para acreditar la residencia

habitual en el domicilio, será necesario aportar pruebas que así lo acrediten como,

por ejemplo: escritura de propiedad de la vivienda, contrato de alquiler u otros medios que prueben la residencia. 

Según la legislación española, en las Elecciones

al Parlamento Europeo podrán votar los ciudadanos de la Unión Europea que residan en España y que:

-Estén empadronados en  el  municipio  en  el  que  se  pretende ejercer el derecho a voto.
-Estar inscritos en el Censo Electoral de Residentes Extranjeros(CERE).
-Haber manifestado la intención de votar en las Elecciones al Parlamento Europeo. Dicha manifestación de voluntad debe realizarse por medio del modelo de declaración formal de intención de voto, que puede solicitarse  en el Ayuntamiento que corresponda. Esta declaración tiene carácter permanente mientras el ciudadano continúe residiendo en España por lo que no habrá que reiterarla para cada proceso electoral.

Trámites para  votar en España

A. Los  residentes, si ellos reciben una comunicación, ellos  deberán cumplimentar y firmar la declaración formal contenida en ella y remitirla a la Delegación Provincial de la Oficina del Censo Electoral correspondiente. Si ellos tienen  Número de Identidad de Extranjero (NIE) pueden hacerlo a través de Internet, en la dirección https://sede.ine.gob.es

B. Los ciudadanos comunitarios extranjeros residentes que estén empadronados y ellos no reciban la comunicación, ellos pueden manifestar su voluntad de voto en España en el Ayuntamiento. Además, quienes posean un certificado electrónico asociado a su NIE que sea conocido por la OCE, podrán realizar la manifestación de voto por Internet, en la dirección https://sede.ine.gob.es Instituto Nacional de Estadística.

C. Los ciudadanos comunitarios extranjeros residentes en España que no estén inscritos en el padrón municipal, ellos deberán acudir a su Ayuntamiento a empadronarse y cumplimentar el modelo formal de solicitud de voto en España.En cualquiera de estos tres trámites, la manifestación de voto deberá realizarse hasta el 30 de enero de 2014 para que tenga efecto en las elecciones al Parlamento Europeo del 25 de mayo de 2014.

Everyone living in Spain is obliged to register in the Register of the municipality in which he/she usually resides.

To proceed with theregistration, the applicant shall provide  the original  and photocopy of his/her identity card or Passport, and if it proceeds,

Certificate of

Registration  in the Foreigners Central Register,

or valid identification for non-EU foreign nationals issued by a Spanish authority. In addition,in order to proof usual residence, the applicant would need

to provide evidence of residence with   

documents such as:Home ownership deed,   leasing contract or other means to prove residency.

Under Spanish law,in the European Parliament elections  EU citizens living in Spain may vote if they:

-Are registered in the municipality  in which they intend to exercise the right to vote.

-Are registered  on the Electoral  Roll of Foreign Residents(CERE).

-Have expressed  their  intention to vote  in European Parliament  elections.

This demonstration  has to be done by using the model of a formal declaration of intent to vote CERE.DFA, which can be obtained at City Councils(Ayuntamiento).This statement is permanent

while the citizen continues to reside in Spain, so you do not have to renew it for every election.

Steps to manifest the will to vote in Spain

A. Residents, if they receive a communication, they must complete and sign a formal declaration contained therein and forward it to the Provincial Delegation of the Electoral Census Office relevant. If they have Identity Number (NIE ) can do so via the Internet at the address https://sede.ine.gob.es

B. Foreign residents who are EU citizens registered and they receive no communication, they can express their will to vote in Spain at City Hall. In addition, holders of an electronic certificate associated with the NIE that is known by the OCE , will hold a demonstration of Internet voting in the direction https://sede.ine.gob.es National Statistics .

C. Foreign EU citizens resident in Spain who are not registered in the municipal register, they should go to the council to register and complete the model of a formal declaration  to manifest the will to vote in Spain.In any of these three steps, the manifestation of votes shall be made until January 30, 2014 to take effect in the European Parliament elections of May 25, 2014 .
